[QTI] Content package with single item

Hi Sue,

I fixed this last week in the code (it's been checked into the Sourceforge SVN), but haven't had a chance to update the demo site; QTIEngine now supports single-item packages and multi-item packages by transparently building a mock assessmentTest behind the scenes... As far as I'm aware there is no specification for what should happen with these kinds of content packages, so hopefully my solution is appropriate.

The packages it produces are QTI v2p1 and acceptable to Minibix, which should be compliant. You can run it without installing from Sourceforge project QTITools.
