[QTI] Special character

When you use UTF-8, you need to make sure that the encoding is 
preserved by each "transformation" between the source QTI and the 
output that the user gets. For example, if the user interface is 
web-based, you need to make sure that the server sends UTF-8 instead 
of (for example) ISO-8859-1. (The authoring system you use also needs 
to be configured to save as UTF-8, but I don't see any strange codes 
in your XML file, so I assume the problem is situated elsewhere.) 
Have you checked every step in the chain?

P.S. I don't like the term "special characters": they're quite normal 
for users of the scripts or languages in question.
