[QTI] list of IMS QTI implementations

There are a couple of lists maintained by Rowin. A list of JISC funded projects is at http://wiki.cetis.ac.uk/Projects_using_IMS_QTI, and a list including other projects at http://wiki.cetis.ac.uk/Assessment_tools%2C_projects_and_resources.
