This is consistent with what I've gathered in chatting with Kevin Riley
about the way forward with QTI.
It's not nearly as bad as many of us were thinking.

The QTI 2.1 draft specification has been moved out of the public draft
stage because the feedback to IMS from people implementing it had
indicated that there were too many optional parts, meaning that they
effectively were losing interoperability by implementing different
options depending on customer requirements. These companies are not
wishing to implement the full specification, but only as much of it as
is required to support the needs of their customers, however, they want
to have functional interoperability within their customers' needs.

IMS plan to address this issue with a set of profiles to suit different
requirements, so that companies with the specific set of requirements
can pick a profile that fits, and know that by implementing that they
should have interoperability with other companies with similar
requirements.

The QTI 2.1 draft specification is still available through the Common
Cartridge Alliance site (http://www.imsglobal.org/cc/alliance.html) so
although it is no longer public, it is available without the cost of
full IMS membership.

I'm exploring with IMS how I can participate in this process.
