[QTI] QTI 2.1 draft specification withdrawn

Although I am not an implementer of IMS QTI 2.x, I find this very 
disappointing.
Moving back to IMS QTI 1.2 is a serious step back from the point of 
view of accessibility for persons with disabilities.
Five years ago, I wrote a report on accessibility issues in IMS QTI 
1.2 [1], just in time to influence QTI 2.x, in which accessibility 
was much better. Five years later, we're back where we were, except 
for the fact that there are now many implementations of IMS QTI 2.x.
