[QTI] QTI v2.1

My company is a commercial implementor of the QTI v2.1 specification,  
and moreover we have at least 5 partners that consume data we express  
in this format.  So let's just call that +6.  We are a formative  
assessment company, and not surprisingly, we rely on the  
assessmentTest structure, which does not exist in the 2.0 specification.

This decision really reinforces my skepticism at the benefits of a  
standards body like IMS.  In the interest of interoperability, I had  
suspended my disbelief that such organizations really have the  
community's interests at heart, but now I am regretting the effort we  
put into implementing and evangelizing the new specification.
