[QTI] QTI 2.1 draft specification withdrawn

Hi List:

I was dismayed to read that QTI 2.1 draft specification has been removed
from the IMS web site.

I believe that the premise upon which this action was taken, namely that
"(the specification )did not achieve sufficient implementation and  
feedback to warrant being voted on as a final specification" is  
entirely misjudged, and I urge IMS to rescind this action as a matter  
of urgency.

Just as QTI version 2.0 was a major advance on version 1.*, so is  
Version 2.1 a major improvement on version 2.0.

The view that there has been a low level of implementation is simply  
wrong, and I urge all of the many who are actively implementing the  
specification to make this known to IMS without delay.

As to the lack of feedback, I suggest that the reason is that others  
may have the same view that I have taken, namely that:

Version 2.1 is an excellent specification: there are far fewer  
infelicities to stimulate critical responses.

and, perhaps more significantly, that developers may believe, as I do,  
that reliable comment on a specification follows from its  
implementation.  Many people may have their heads down writing  
implementations, and wish to complete this task and consolidate their  
views before comment.

Perhaps I may be allowed to speak with some authority here, having  
been among the first to develop implementations, first of version 1.*,  
followed by version 2 and its later specifications.
