I believe you can do this at the assessment level through the setting of
defaults. You can only set values at an early time in the presentation
cycle, i.e., before the initial processing has taken place.
So you have an element called templateDefault in assessmentItemRef:
Contains : templateDefault [*]
A template default is used to alter the default value of a template
variable declared by the item based on an expression evaluated at
test-level. See templateDefault for more information.
