[QTI] "external" variables

You can set the default value to something sensible in the item markup
and then override this value from "outside" the item with a rule at the
assessment level, when you refer to the item with an assessmentItemRef.
There isn't a way of overriding variables at assessment level, from even
further "outside". How far out do you want to go? Are these values
that relate to the context of the assessment, like the name of the
candidate? The time of day? That sort of thing?
