The IMS Content Packaging specification can be accessed at http://www.imsglobal.org/content/packaging/index.html  There's also a brief introduction to Content Packaging available at http://zope.cetis.ac.uk/lib/media/WhatIsCP1_1_web.pdf which gives an overview of the manifest.
