The item bank element is objectbank
(http://qtitalk.nbsoftware.com/element.php?name=objectbank)
I think that the best way to recognize an item bank is to assume any
file that has an objectbank node, or has multiple items directly
contained inside the questestinterop node is an item bank.
I think most of the people on the list are more involved with QTI 2.*,
but it's not usually a busy list.
