[QTI] duration data type

Hi,
I would have thought that a duration should be stored as a float to
fit in with the other bits of the spec (that's how we've implemented
anyway):
From baseType: A duration value specifies a distance (in time)
between two time points. In other words, a time period as defined by
[ISO8601]. Durations are measured in seconds and may have a fractional
part.
From PrintedVariable: Variables of baseType duration are treated as
floats, representing the duration in seconds.
