[QTI] Metadatas

Matthias,

I never followed up on this last month I'm afraid, I've been away from 
QTI work for a bit.

Some of the problem with the metadata was actually an omission in the 
conversion script that affected the qtimetadatafield element (which was 
introduced in a later revision of QTI 1.x).  So I've fixed that for the 
next version.

There is a general lack of clarity about where the vocab for fieldlabel 
element comes from and how the values should be interpreted.  Some of 
the discrepancies are silly (like keyword and keywords) but others are 
more fundamental.  For example, your qmd_topic field clearly draws on 
some special value set, assuming "100611" is a reference into some 
syllabus or other.

In summary, the next version of the migration script will do a better 
job but only for the fields with obvious mappings (to LOM).

I guess the other fields should become classifications, do you think 
that would be useful?  How did you expect the metadata to look after 
conversion?
