 Unfortunately I have forgotten to say that I need a programme that can handle ims qti v2.0 and I have following types of questions: cloze, multiple choice and single textEntryInteractions.
  I tried the programme Moodle: it can export in the qti format v.2.1 but can't import qti questions and can't create a cloze in the ims qti format.
 
 Another programme OLAT which uses qti v2.1 is very complex. I think you have to read all the manuals before you can create one question. 
  
  I will try the QuizAuthor, if there is a version for testing.
