[QTI] QTI ver 2.1 or 1.2?

I agree that it depends largely on what you are aiming to achieve by using QTI.
I am finding that the most serious problems with importing QTI into
commercial systems are the limitations in what the target systems support,
particularly as regards feedback. If you are only interested in importing
from other systems into yours - then take a look at what those systems
export. If you are creating your own editor and engine then I agree with Nial,
go for 2.1

I think it depends on what your aims for the project are. For the next
year or so, the Common Cartridge is going to keep a basic form of 1.2
popular, and if the simple item types that the Common Cartridge supports
satisfy your needs and you want to be able to fully interoperate with
the big VLEs that might be worth considering. If you want to support
more interesting item types, or are happy to just to import items from
other sources use 2.1. The assessment part of 1.2 is fairly broken for
anything non-trivial, so it doesn't really provide a more pragmatic
solution than 2.1 for the parts that are missing from 2.0.

I think, in summary, use 2.1 unless you have a very good reason to use 1.2.
