[QTI] using CDATA

I wouldn't recommend it - I expect it would work with some QTI 2.* 
rendering systems, but I think the correct behavior would actually be 
for the rendering to include the CDATA element, which means that the 
HTML source would be displayed rather than the intended result.

Could you not use HTMLTidy to fix the XHTML before including it in the 
item? (http://tidy.sourceforge.net/)
