[QTI] using CDATA

My company is writing an interface to allow users to modify our QTI
data. We've been having trouble with user input giving us invalid XHTML (but
still browser usable) tags such as <br>. Is a plausible to wrap user
input in a CDATA section even though the HTML would no longer be imbedded in
the XML?
