[QTI] Java API / Implementation for QTI

Dalibor,

[I noticed that you wrote to my personally about the Java work being
carried out by Graham Smith and demonstrated on the QTI Tools website
before posting to the list.  Apologies for not getting back sooner but
there is always more email than I have time to reply to I'm afraid.]

Anyway, there are two initiatives which are still live in the UK that may
help.  Firstly there is the work mentioned above.  The source isn't on the
site yet partly because Graham is actively working on it and trying to find
a suitable time to freeze development and tag for a release isn't easy.
I'll try and prioritize getting this source code up on the site this week.

There is also the work on R2Q2.  The position on licensing isn't so clear
on that code yet, though I know that some form of open source license is
intended.  There is a definite plan to pick this type of work up again as
part of the a new round of JISC funded projects so it is very much alive
too.
