[QTI] QTItalk update

I have started creating a new version of the QTItalk web site based on a 
standard Wiki, and including documentation for QTI 2.1. The new version 
is not yet ready to replace the old site, however I have it on a public 
section of my development server at the moment at 
http://qtitalkdev.nbwebsites.com/.

If you wish to edit the Wiki pages you will need to assign yourself a 
username and password by visiting 
http://qtitalkdev.nbwebsites.com/pmwiki.php?n=Site.NewUser.
