[QTI] Interactive QTI documentation

Hi,

The documentation site came down when the server at Strathclyde came to 
the end of it's life. I have a partial mirror on my own site at at 
http://qtitalk.nbsoftware.com/ which I hopefully will have time to 
update soon. I'm thinking of trying to convert it into a standard wiki 
format at some stage as well. (If anyone with PHP programming skills is 
interested in helping update the site please get in touch.)
