A second public draft of V2.1 is due out real soon (next few days) and this
has a little more documentation on the examples (but not a huge amount) and
updates to reflect changes in the model. The model should be fixed now,
barring errors spotted in the community.

It could be done but you might not end up interoperating with anybody.
(People who disagree with that - please contradict me now!) I would try
and stick to the 2.x line for assessments as there is little evidence that
the 1.x stuff was achieving interoperability for that use case.
