[QTI] Packaging QTIv1

Hi Neil,

The correct use of resource identifiers is hopefully something that will be sorted out in a more future proof way in IMS CP 1.2 where a value space for resource types is defined and a mechanism for submitting new resource types to IMS.
The imsqti_xmlv1p1 was for use with QTI v1.1 and there was no definition of a resource type for QTI v1.2 yet. The Implementation Handbook you refer to does not define how to derive resource types for new versions of specification. We used the available information about the new structure for the resource types while defining the imsqti_questestinterop_xmlv1p2 identifier.

The IMS CP 1.2 Information Model takes into account the existing identifiers as described in the Implementation Handbook and the new method of creating resource types.
So, I hope/expect systems will support both identifiers, the one for QTI 1.1 items, the other for QTI 1.2 items (en of course "imsqti_item_xmlv2p1" for QTI 2.1 items)
