Thank you for your question.

I suggest the wider definition of ANY is the more appropriate. Please 
consider the use of quotation with, e.g., base64 encoding or sub-token 
elements (i.e., <) for allowing that wider definition, including 
even non-well-formed tags.

Non-well-formeed tags may be more freedom than you want, though.
