mat_extension

I want to use the mat_extension-element of the QTI-schema for additonal
content. It has "ANY" as content model.
I am in doubt about the exact meaning of "ANY" because various XML-tools
seem to deal with it in different ways.
In XML-spy 5.0 it seems that "ANY" means: anything, both text and
(arbitary, but of course well-formed) tags will do.
In dot.net applications the same code is not valid.
Which tool is right? In other words: does ANY mean: all you can think of
(within xml-limits, for example xhtml) or anything you can think of
within qti-limits (just text and qti-elments)
