I don't know of any specific open source tools--there is a project for
WebCT integrations at http://sourceforge.net/projects/webct/ but they don't
seem to be doing anything w/QTI. Anyway, you might want to try:
1) IMS Assest Designer at http://www.xdlsoft.com/ad/
2) Canvas Author Wizard http://www.the-can.com/
3) I have a file conversion tool called Park that does QTI and is backwards
compatible with some ASCII question formats (Questionmark ASCII, WEBCT
ASCII). It's Java/Apache and can run locally or remotely.
